Growing up in East San Diego, John attended local public schools, where he quickly demonstrated his natural leadership abilities. He became actively involved in various clubs and organizations during his junior and senior high school years, affiliating with the American Red Cross program, Junior Kiwanis, Army ROTC, and the San Diego Police Department’s Explorer program. Among these, the Explorer program left the most profound impact on him, setting the stage for his future career.
At the age of 22, John Minto made a pivotal decision to leave his job at San Diego Gas & Electric and entered the police academy in 1980. Numerous notable achievements punctuate his distinguished career as a law enforcement officer. One of the highlights was his role in transforming the once crime-ridden Gaslamp Quarter into a safer and more vibrant neighborhood. Additionally, his involvement in the Green River Killer serial murder case showcased his dedication to solving complex issues.
However, John’s contribution extended beyond his work in law enforcement. He played a crucial role in designing curfew and truancy programs that continue to provide vital intervention for at-risk youths today.

In 1992, John and his wife Laura put down roots in Santee, making it their home. His involvement in the Santee community was swift and extensive, including participation in the Santee Kiwanis, serving as the president of his homeowner’s association, and contributing to the Santee Park & Recreation Committee (SPARC)
John’s dedication to Santee’s betterment led to his election to the Santee City Council in 2002. His civic engagement expanded to organizations such as the League of California Cities, Heartland Communications, CSA69, East County Economic Development Council, and many more. John’s leadership shone as he chaired the San Diego Association of Governments (SANDAG) Borders Committee and the Santee Community Oriented Policing Committee.
In 2003, John recognized an opportunity to transform 35 acres of open space into the thriving Sports Plex USA and Town Center Park, leaving a lasting legacy in Santee.
John’s unwavering commitment to his community is evident in his annual participation in various events, including the Santee Firefighter’s Pancake Breakfast, Relay For Life, Santee Street Fair, and Santee Salutes on the 4th of July.
